LED Lighting for Car Parks and External Areas: Safety, Compliance, and Cost Savings

The car park is the first part of your building most visitors see, and the last part most staff leave. It’s also where lighting failures become public the fastest. 

A flickering column outside a supermarket gets photographed. A dark patch by a fire exit gets flagged on the next insurance review. A failed photocell that leaves a perimeter dark for a week becomes a complaint email from the security team.

Most facilities managers know external lighting matters, but the trouble is the spec decisions still get made under pressure with incomplete information. 

This guide covers the lux requirements, anti-vandal specs, control strategies and maintenance considerations that decide whether your commercial car park lighting is doing its job.

Why External Lighting Sits at the Intersection of Safety, Compliance and Cost

External lighting carries more compliance and liability exposure than interior lighting, for three reasons:

1. Liability

Most workplace accident claims tied to lighting come from car parks, walkways and external steps, not the office floor. Slips and trips are the single largest cause of non-fatal workplace injury in the UK, and inadequate visibility is a recognised contributing factor in HSE workplace transport guidance. After-dark incidents around perimeters and bin stores carry security and personal-safety implications that internal spaces rarely match.

2. Compliance

Car parks, perimeters and external workplaces are governed by BS 5489-1:2020 (the road and amenity lighting code of practice) and BS EN 12464-2 (lighting of outdoor workplaces). 

HSE guidance applies on top, and the Workplace (Health, Safety and Welfare) Regulations 1992 require employers to provide suitable and sufficient lighting.

3. Cost

Most external arrays installed before 2015 are SON or metal halide, running long burn hours, often controlled by little more than a single photocell at the entrance gate. Energy consumption is high and largely unmanaged. Once the data is on the page, the savings case writes itself.

Lux Requirements: What BS 5489 and BS EN 12464-2 Actually Demand

The starting point for any external lighting decision is the right lux target. BS 5489-1:2020 splits exterior car parks into three usage classes: light, medium and heavy traffic. 

BS EN 12464-2 covers outdoor workplaces and adds task-specific lux levels for areas like loading bays, plant yards and circulation routes. Together, the two standards cover almost everything a facilities manager needs to specify.

Average lux is only half the picture. Uniformity (Uo) measures how evenly that light is distributed across the bay. A car park with 20 lux average and a Uo of 0.4 is genuinely well-lit. The same average with a Uo of 0.1 has bright zones near each column and dark patches in between, which is where slips and security incidents tend to happen. Specifying both numbers in a tender is what stops a contractor from over-relying on a few high-output floodlights.

Light traffic areas

Around 5 lux average, with Uo of 0.25 minimum. This applies to smaller offices, residential blocks and secondary parking that sees occasional use. The trap with light-traffic spec is assuming low average means low standard. Pedestrian routes inside the bay still need higher local levels at entry points, ticket machines and stairwells.

Medium traffic areas

Around 10 lux average. Office estates, sports centres, healthcare day units and standard commercial multi-tenants sit in this band. Pedestrian and vehicle conflict is more frequent, so uniformity matters more. Most tenders in this band benefit from a column scheme rather than building-mounted floods, because columns deliver consistent coverage across the bays and cleaner cut-offs at the boundary.

Heavy traffic areas

20 lux average and above. Retail parks, supermarkets, schools and large shared estates fall here. After-hours security expectations push the spec further. CCTV cameras typically demand higher minimum lux than the lighting standard alone recommends, so it’s worth checking the camera spec before signing off the lighting design.

Anti-Vandal Specifications That Actually Hold Up

Anti-vandal LED lighting performance comes down to two ratings, the materials between them, and the mounting decision. All of it matters, but most specifications skip at least one.

IK rating measures impact resistance, with IK08 the practical minimum for any fitting at accessible height, equivalent to a 5 joule impact. IK10 (20 joules) is what you want in higher-risk areas: school car parks, bin stores, late-night entrances and anywhere with a history of damage. 

Polycarbonate diffusers tolerate impact better than glass and should be the default for anything below 4 metres mounting height, while glass is better for column heads where reach is harder.

IP rating measures water and dust ingress, with IP65 the minimum for any external fitting. IP66 should be the default for anything exposed to driven rain or wash-down. IP67 is over-specified for most car parks, but is suitable near loading bays where pressure-washing is routine.

Mounting matters as much as the rating. A fitting at three metres in a busy car park takes more punishment than the same fitting at six metres. Getting the mounting height right, choosing tamper-resistant fixings, and specifying recessed driver compartments where they are available will keep you out of replacement cycles.

PIR, Photocells, and Smart Controls: Where the Cost Savings Come From

Replacing SON for LED on its own delivers a meaningful energy saving, but the bigger savings come from controls. Most modern external lighting projects pay back faster on the controls than on the fittings.

Photocells handle dawn-to-dusk switching automatically and are the bare minimum. Single-cell systems on a perimeter array drift over time and benefit from networked photocells that average input across multiple sensors. 

Drift is one of the most common reasons external lighting comes on too early or stays on too late, eating margin out of your bill.

PIR lighting for car parks earns its place in lower-occupancy zones: staff car parks outside trading hours, back-of-house service areas, and late-night perimeters where activity is intermittent. 

A PIR-controlled column array can run at 30% output for ambient cover and ramp to full when movement is detected. This way your energy use drops, and the fitting still meets the lux target when it matters.

For larger sites, smart lighting systems using DALI or wireless mesh allow zone-by-zone time profiles, dimming schedules tied to trading hours, and central monitoring for fault detection. The cost premium against a basic photocell scheme is small relative to the operational saving, particularly across multi-site estates where remote management replaces site visits.

Maintenance Considerations Most Tenders Miss

The maintenance section is where external lighting tenders quietly fail. Whatever the brochure says, LED performance in external applications drifts in ways that show up after year three.

Lumen depreciation accelerates in cold conditions and the L70 figure manufacturers quote is normally tested at 25 degrees Celsius ambient. A column-mounted floodlight in a UK winter sees temperatures well below that, but it also sees thermal cycling, which stresses driver electronics. Specifying drivers rated for the actual operating range, rather than the lab figure, makes a measurable difference.

Photocell drift is a slow problem – a photocell that switches at 50 lux when new can switch at 30 lux three years later. In this case the lights come on later than they should, then stay on later than they need to, and the saving on the spreadsheet does not match the bill. Annual recalibration is cheap while the consequences of skipping it are not.

Lens fogging and condensation hit coastal and industrial sites hardest though IP66 fittings with breathable membranes can manage this. Cheaper IP65 fittings without proper venting do not, so the choice needs to be appropriate for your site’s exposure.

It’s also key to consider accessibility. Column-mounted heads at eight metres need a MEWP and often a road closure to replace. A column array with quickly accessible driver compartments and modular gear trays is far cheaper to maintain over its lifetime than one where every replacement involves dropping the column.
